Dell Inspiron 9400 Voltage Problem

I send Dell another email to tell I had the same problem.Response 1
Dell would investigate the problem, and would contact me then.Call 1
Dell called me monday 19 march, but I was not able to respond.Call 2
I called Dell myself on 20 march, The women at the helpdesk didn't have an answer for me, but somebody would call me later.Call 3
30 minutes later I had a call from a guy from Dell. He advised me first to use a grounded electrical socket. Useless I told him, because the adaptor itself is not grounded. He Confirmed. He told me also to test it on some other locations. To see if its not some environmental power problem.He also said to me that its not normal that I got so many voltages on the screws. I told him that dell published a report on the voltage: Find it Here I also said that people on notebookforums say that problem is fixed with a grounded adaptor. But Dell doesnt want me to send me a grounded adaptor. If I want to use another adaptor then supplied, then my warranty terminates!
